I'm rusty on 1.0 programming but I would suspect an issue with the measurement eye not working. The can eyes would prevent the boom from dropping.

If you have gravity feed only sometimes you have to prime the pump. Take the hose off at the pump and try to start it. If it doesn't start moving water you need to check the pump inlet for proper flow.
