Someone did that to keep the high pressure functions together so the pump motor wouldn't kick on and off as customers go around the dial. It annoys me to hear it, but IMO it's a non-issue. Also there's a delay timer in the electrical box that is most likely there to prevent it.

If that's a swivel fitting with male pipe thread on the hose, the swivel is bad. You'll have to get a new fitting crimped onto the hose, or replace the hose. I use a non-working swivel on those. Don't put thread tape on the male threads that go into the female part of the non-working swivel.

The fitting in the foreground does look like it could be a flare on the hose end. It wouldn't be the first time I've seen someone put a 3/8" flare hose end over a 3/8" NPT fitting.

Yes, the thumbwheel could be needle valves. They usually don't have them, but sometimes they do. It's quite a pain in the ass to remove them. Hopefully it's just the aluminum nut that holds the coil on.

Right, bleach evaporates or dissipates or whatever and its effectiveness is gone. In our industry, it's all going to get washed away regardless, so IMO the most important thing is how well it kills the stuff on application.
