Thank you guys for all the help. Yes it was the diaphragm inside the actuator that caused it after all. There is a small hole at the center of the diaphragm. Replaced it today and it's working fine now

Thanks guys. All the inputs are really helpful. I was about to pull all my hair out on this one. This one does draw water a little bit weaker than others, I will break apart the hydrominder tomorrow and see what needs to be replaced tomorrow. Will give an update if any progress is made. Again...

I had it in there before, and removed it today just for tries. And I forgot to mention, I removed the flow tip on chemical line before it enters the proportioner. All attempts have failed at this point

We use same set up for all our chemicals. Only wax is giving us problems.
