Sounds like you need another tech. Did you or they check the amp draw on each pump? At many washes production and delivery systems are separate so if all else fails why not abandon the delivery pump on the unit and use a separate one?

What size tips and pressure are you guys running? I'm speculating more pressure loss at the tip with the 1/4" but maybe some of you can test this.

We removed the roof, raised the walls, and put on a pitched roof but it was expensive. How wide is the auto bay? Many are only 12' 9" inside width and there is not much out there for new machine upgrades.

Are the little yellow and light blue (or white) wires going to the horn? It looks like the green ground wire from the timer is going to the yellow one. You might consider starting over on the wiring and carefully identifying each connection. We can help if you don't understand some of them.
