Boiler gets wet everytime it rains!

I have a boiler with a vent pipe going straight up out the roof. Every time it rains I get water on the boiler and worse inside the boiler. I have tarred the edges around the flanges on the roof and the whole assembly looks water tight. There is a skirt that goes around the main vent , im wondering if I should use a high temp sealant to seal it. if you look from in the rafters you can see light through this round crack. Any ideas. thanks

Is this a 80%eff boiler with metal pipe or high efficient boiler with pvc vent pipe? Ether way to sounds like you may be missing a storm collar.

its a weil and mclain , not high efficiency. Its a steel pipe approx. 12" diameter then when it goes through the roof it goes down to an approx. 8" diameter surrounded by a storm collar. Im wondering if I should high temp seal the seam were the storm collar meets the main pipe??

As a rule you shouldn't rely on sealant to keep water out of a roof penetration. Is there a rubber boot around the vent pipe that's sealed to the roof?
