I never clean out the brine tank. I use only Morton pellets, and there's no need to. If you use Solar crystals or something similar, you should definitely clean it on a regular basis.
If the tank never had a grid in the bottom and the softener works, then it doesn't need one. Like I said, I've seen many softeners that don't have one.
I just bought a wash a few months ago. The previous owner used pellets, I do not know what brand. This is what came out of the brine tank:
Between the two tanks there was about 100 lbs of salt that had broken down. If it get bad enough, it can fill up the space below your grid and choke the flow of brine going to your draw plumbing.
When I found my softeners NOT keeping the water soft, investigation revealed that the brine tank grid had fallen in. The grid needs to be a calibrated distance from the bottom. Mine was made of masonite, and the support was also masonite formed in an "H" shaped matrix. The support had failed, and the whole thing fell in.
I rebuilt it using white pvc 6" pipes cut to the proper length to form a base support. I inserted them making a "honeycomb". (BTW...I drilled several holes along the length of the pipes with a unibit so that water/brine could circulate in and through the pipes) The grid part was made from masonite pegboard cut to the diameter of the brine tank and covered with fiberglass screening (like you would use to recover a window screen).
