cat pump 623 help

Please help you guys have bailed me out multiple times. I have a Cat pump 623 that I'm having a random issue with. When it gets cold outside I have a issue with the pump bogging down to the point where it will make the belts squeal. The belts are tight. The pump slows down where I can almost stop the pulley. I'm in Ohio and last week was in the 70's and no problems but this week dropped in the 40's and problem is back. This is a super wash system installed by pro equipment in the 90's. Gravity fed from hydro minder. I replaced pressure regulator, valves, new cups and seals. I honestly don't think its the pump but I need some ideas. I am definitely not a mechanic so need some advice. Please help.
 
Even if the belts are tight they could be glazed or deteriorated. Buy some belt dressing and treat the belts next time they start to slip. If the pump comes up to speed then it is most likely bad belts. Belt dressing isn't a cure, but it can help diagnose the problem and keep you running until you can fix it properly.

What is the pressure running when this happens? The max pressure of a 623 is only 1200 PSI. Does it run fine with the trigger pulled but it bogs down with it released? That would indicate a bad regulator. A 623 needs to run slow, so there's usually a very small pulley on the motor. If the gauge isn't coming over 1200 but the belts are slipping they just aren't tight enough or they're bad. Belt dressing will help temporarily but they need to be replaced, and the green ones from Tractor Supply won't cut it. If it turns out to be just worn belts, get some good poly-cog B-width.
