Dollars Down the Drain Article

I am looking to reduce our sewer costs by showing my town the SSCWN article titled Dollars Down the Drain that talks about the percentage of water that actually goes down the pit. Found in Winter 2015 issue. Cannot seem to download or print the article. Does anyone have a better link or the PDF they can send to me? Thank you.
 
My city mandated that I install a sewer meter for an addition I built next my wash. I agreed as long as the carwash was metered as well as the new addition, knowing I would save money by actually metering the sewer usage. My first billed month with the sewer meter was last month and only 50% of the water I purchased went down the drain, a 50% savings on my sewer bill. I'm curious how much if any savings I will have in a rainy month when rain water finds its way into the carwash drains.
