electrolysis and pin holes in copper pipe.

Had a problem with this about 20 years ago and we just replaced the copper back then in the carwash, other places in the facilities sch 80 pvc was used. Today we would have used PEX. Another way might be braided/reinforced hose as a replacement.
We found that it was the water being aggressive on the copper, this was after exhaustive search for other cause.
If it is electrolysis from two metals, trace your plumbing to find an unprotected union of two types of metal. Make repairs with a dielectric union. This will greatly reduce the two metal incompatibility.
Are you having this problem facility wide or just a few certain areas?
 
In the city I live in it was a major issue. Thousands of houses had to be repiped. The city uses a gigantanormous RO system for its water supply, and that was blamed.
 
I dont know about anyone else in the city having problems, another town about 8 miles away we don't have that problem. It always seems to be in a ninty, I have been replacing copper with pex, but the pex connections are copper and one of those just developed a pin whole leak, and it had pex on both sides of it.
 
The town my wash is in they have to add soda ash to the water to adjust the PH or it will attack the copper piping
