First carwash in another country

Hello all, im new here and also in the field of washing cars. I will make a short summary of my background and my questions, excuse me for my english since its my second language.

My name is Wout and me and my wife are moving to Paraguay from the Netherlands. Because of the business climate of the EU we are sort of forced to move elsewhere. Since we dont have a lot of money we wanted to move somewhere tax and regulation friendly. Im 41 and i still need to earn my pension so looking for business opportunities. We went for a long trip around Paraguay in june and just got back from another month fixing our papers.

We had a little cleaning business, mostly windowwashing and some pressure washing, so we have some overlap in the work. I did see possibilities in windowcleaning but the hot weather and small middle/upper class makes me less enthiousiastic. I do see many places where people get there cars cleaned. Mostly by hand as far as i have seen so far. We did find a rollover system at a good location. It was a very beatup karcher system and also the place itself was very dirty. Looked like the owner gave up on the place. But there were cars lining up, although the quality of the cleaning was bad. I think its because this is faster and they are not so super clean as us europeans/westerners. I have seen places where cars were parked and picked up hours later so automatic would be great and i think the real succes of this beat up place, nowhere else to go.

The carwash is close to a sort of costco and on a busy street. Its very run down but still cars are coming. We went a half year ago and abot 2 weeks ago. This time i could not even see if there was soap coming out.. It was so thin or they just didnt care anymore. I would love to talk to the owner and see if he wants to make some sort of deal but here is where it gets hard for me and i would love hearing from you experienced guys.

Option 1. There is a washtec system i saw in the Netherlands thats for sale. The seller wants (first offer) 28500,- euros. I think i can get it for 25k. Its a washtec from 2017 with a lot of spareparts, dont know if thats a good sign. The design looks great and the brand looks legit. Im new to this and not super good with technical stuff, i can wield a hammer and a saw but this is kinda new to me. Im willing to learn but i have to be realistic. I dont think there is any government regulation in cleaning the water etc, not as in the Netherlands with systems etc. Or thats also installed but have to find that out later. The machine thats in there now has to go, not an option. Its really dirty and stalled when we were in line (short reset). So my first option is to find a shipper etc and see what it will cost me to get it there and add that to installing the machine and cleaning up the interior of the place. Installing it i need to find somebody in Paraguay, thats not easy but i speak german and that will help finding one i think.

Option 2. When i did more research on washtec i found out it is a huge business working worldwide. I wanted to see where i could get my stuff for maintenance etc. There are located in Uruguay, Brazil and Argentina but not in Paraguay. They offer business deals in various options, partnership. Since im new to the business it would be great if i could work for them and help set up shop there. I have the work ethics and desire to build my business/future and i also have experience being an entrepeneur. I can offer a lot of free fieldwork since i have a buffer to sustain ourselves for about 2 years. I could go there and work out the possibilities there. When they see possibilities working with them i will build my know how and im more protected financially (getting a paycheck). There is a lot of westerners coming and i could easily communicate with them and help them set up there own carwash. There could also be more companies like washtec i could contact, something i can look into. I already contacted them to meet at there headquarters since im still in the Netherlands. I prefer to shake hands before i do business.

Paraguay is a developing country but its the fastest growing economy in South America. They are working on infrastructure and energy is very cheap. About half a year ago there moodys investment grade rose a bit so its more attractive now for outside investors. Its very conservative and a young working population, no selfdestructive woke/lgbtq marxism. I think the coming 20 years look bright for Paraguay. More and more people are driving cars (not just bad ones) so there is a market and growing demand since its growing. But there is also problems offcourse which i will come across research deeper into this. Would love hearing your thoughts!
