It's probably pulling the bill in and trying to reject it but can't, so it cycles a few times until it ends up in the stacker. One in 500 really isn't bad - we replaced two XE validators because they were stealing a lot more than that, often getting jammed because of it.

Intermittent bill stealing is a hard problem to isolate. 9 times out of 10 it?s the validator. When was the last time you had the validator serviced? Does it do it on any particular denomination bill? How do the connections look on the harness and validator? Are they loose? Does the changer shut down when it steals a bill? If it does what error code does it give?

I have an ER60 and was jackpotted twice. Changed out the XE Validator for MARS and haven't had an issue since. I know your post was about the ER60 taking 1 out of every 500 dollars from your customer, but I saw you are using an XE Validator and was just as concerned as someone taking 500 dollars from you! :)

Just my opinion.

Yes, sorry, not jackpotting. I was getting strung (although it feels like I gave someone a jackpot!). :)
