Jim Coleman Self Serve Pump Stand

Does anyone else have a Jim Coleman pump self Serve pump stand with a “floating” 24vac output meaning that when you test each line out of the transformer to ground you get 12vac and 24vac when testing across the lines? I have been told that this is normal but it sure doesn’t seem like it. I know it’s supposed to help with interference in certain applications but doesn’t seem necessary in the self serve controls application.
 
Their pump stands are a joke. Why build anything that is cumbersome to move. With ordinary stands I can move it myself with simple dollies. Not this thing.

Two or three guys that know what they're doing can get that entire stand off the truck and in place in 30 minutes. Then, there's one point for all wiring to come in, and the plumber just brings in a cold, hot, and soft to one point. It makes for a very quick installation. I don't care for the location of the spot free system or foaming conditioner though.
