I just purchased a site with 2 IBA and 4 SS. I'm working on getting the SS back in tip top shape, I have most of it figured out but 3 out of 4 of the guns have a steady stream of water running out of the tip even when the bay isn't in use. It has a weep system but all that is valved off. I'm thinking it the solenoids that open to allow city water to run in from the supply manifold could not be closing all the way?

Correct I would start with weep solinod. It also could be spot free rinse valve solinods bad in each bay also leaking through. Unpipe the discharge side of the weep solinod and see if it’s leaking through as is. Do this to the spot free solinods also if you have Spot free

Being in Florida I wouldn't think you need Weep water very often. I'd put a ball valve just upstream of the weep solenoid valve so you can shut off the weep water completely when it's not needed.

If it were a Weep solenoid water would be running out from all the guns and the foam brush. My wild a$$ guess without being there to see how it’s set up would be the cold water rinse solenoids are bad. Disconnect the hose just downstream of the cold water rinse solenoid and see if any water is leaking pass the solenoid valve.
