Lights of America brand flourescents?

Anybody use the Lights of America brand flourescents? I have few ... the ballast consists of a small printed circuit board. I was tempted to screw in a 120 VAC into its bulb socket. I am glad I did not because my multimeter is showing a steady 22.6 VAC instead of 120 VAC. The fixture that we use in our dog wash has a built in photo eye that is also connected to the pc board - ballast. We cover the photo eye with black tape because of our PLC driven controls. The photo eye is very tiny ... has anyone disconnected the 2 wires to it instead of taping over it. I believe I bought the fixtures from Home Depot before they moved out of Bismarck within a few years of being local. Had they known about the building boom they probably would have stayed.
