Long Term Effect of Oil Dumped on Cement

Had an idiot vac 3 quarts of used motor oil into my shampoo vac. It overflowed and seeped over my vac island. The top of my vac island is cement and it is quite porous and has not had a sealant applied. The oil has penetrated and stained the cement and is impossible to completely remove.

What are the long term effects of the oil on the cement?

BTW, caught the whole thing on video, including his plate. Police called the individual and he has since called me to apologize and to make financial amends (love that new tag capture camera).

It shouldn't harm the concrete, and with the right cleaner it can be removed if it isn't used oil from a diesel engine. Those stains will never come out.

I use Zep orange degreaser on oil stains. It takes a lot of soaking and scrubbing but it will get oil out of concrete.
 
Most commercial oil-dry will also pull it out of the concrete. Get some of that sand like oil absorb and put it over the oily spots and stand on it. Grind it in with your shoes. Keep doing it. It will actually pull the oil out of the concrete.
