My automatic trolley isn't producing a good amount of presoak. It spits and sputters air with some presoak, more comes out the bottom of trolley. It is powered by a yamada diaphragm pump.

Your presoak could also be at fault. I tried to run a powdered presoak that didn't have enough foaming agent, and it did the same thing.

The easiest way to tell if the adjustment is at fault or the pump is failing is to turn the air all the way down and start with just liquid. Listen for the pump running continuously - if it's going bad you'll hear the rhythm change or stop. If it does, the pump is bad. Turn the air up a little at a time and check the bay - if it goes straight from all liquid to sputtering without ever making good foam that will cover like it's supposed to, it's the presoak.

Rhythm isn't consistent. It goes up and down

Then the pump is stalling and needs to be replaced. I'd go with something other than Yamada, which is way too expensive. There's a double FloJet pump that should have the same volume for about half the price.

Assuming you have the Yamada 15 series, yes.
