Self serve issue

I have a strange issue, in one of my bays something is getting stuck and its leaking water through the wand, almost like the weep is on. when I kill the power and turn it back on it stops. I have a ginsan pump station, I would think its a check value but it doesn't do it all the time and killing the power solves it. Any thoughts

What kind of Ginsan stand? What kind of meter boxes?

Perhaps Solenoid sticking slightly open and cycling power causes a hard open/ close. If you have a solenoid for each product to each bay in the ER pull the hoses from the exit side of the solenoid to see if any are leaking when they should be closed.
