You might check if you have a heater strip in there it may be shorted out

If it blows every time you replace it first try and play your timer and see if that keeps it from blowing you may have a bad time if it’s not bad you may have to start unhooking you’re hot and neutral wires and see if that blows the fuse if that does then you got a problem between your bay meter and the equipment room. I’m not sure but if that’s not it, does it boil when your motor that turns the cat pump could be grounded?
