Timer for dryer blowout

I just purchased a new idec rte-p11 timer for my dryer blowout. In the right bottom corner it has a light that says ON. I Plugged it in and the light never came ON. Or does it only come ON when the dryers kick on? It doesnt seem to have helped my blowout problem either. So im wondering if its getting power or not? Anyone have any advice

Make you sure is what you need it tobe<On Delay or OFF Delay>
Try with a meter if you output stays off when the light is on=Off Delay,when the light is on,the Output is on=On delay>>>>>>I hope this help!!!
