After turning off, I would expect total electric use to decrease slightly. Since it didn’t, this implies the unit wasn’t turned on very much.
As for efficiency, any basic reclaim system is capable of supplying at least 50 percent of the product water needs of a conveyor.
Plus, this is a pretty simple design; strainer basket, no hydro-cyclone, filter media, ozone generator.
However, unit must be turned on 24/7 and needs backwashed. Also, installation is crucial to performance.
Plumbing of underground tank farm is complicated. Using Schedule 40 instead of 80 PVC and/or using PVC throughout instead of PVC to flex-hose leads to failures.
There are also specific procedures that must be followed during start-up and calibration to avoid damaging the unit.

In developing opinion of value, I usually find used equipment to have value of about 10 percent to 15 percent on the dollar, after removal.
If the equipment doesn’t work as you are implying, it would be worth even less.
