Vacuum clean out bags

I'm sure a dumb question but I'll ask anyway. What keeps vacuum clean out bags from being sucked up to the bottom of the filter bags?

Not much really - if the seal at the bottom door is weak, they'll get pulled upside-down. They usually have a metal cross-bracket that helps keep them in place. I've also found that they fit so tight that they can push the door open a little, making it a bigger problem. I use the rubber tubs instead - they are overall much easier and better.
