Validator issues in Rowe C-6 RL changer.

I have a Rowe C-6 RL changer with a Coinco BP4SX validator that is taking bills without giving out quarters. No error codes on the validator or the change machine are triggered when this happens. Is this an issue with the validator? If so how hard is it to convert to a Mars validator? I see conversion kits for other Rowe changes but not this model.
