Spot free continues to come out long after a car goes through. Could this be due to a bad solenoid?

Yes, it could. Could also be a small leak in the line somewhere between pump and nozzles. That would allow air in and break the siphon, allowing to nozzles to drip.

I do have a small leak right after this solenoid valve before it gets to the white pvc pipe which goes to the bay(see pics), however how can that create and issue when the valve supposed to be Normally Closed? Is that strong enough to open it?

Anywhere water can get out, air can get in. It's worth a try to fix it.

UPDATE: Problem SOLVED.
Fixed the leak, but problem was not fixed. I'm thinking maybe the leak made the valve to go bad, so it had to be fixed anyways.
Received the new valve from Coleman hanna, and just changed the diaphragm and spring, and problem still there.
Changed the entire valve, and bingo.
tip: to know if a Normally Closed solenoid valve is good or not, just blow in it, if you can blow then the valve has issues.
