Why does this happen

I just got thru installing a hand wash sink and hooked it up real quick with 1/2 -300 psi rated red rubber hose. the hot side is from the heater which is soft water, the cold is straight water from city "not soft" after sitting over night when you trun the water on for the first time of the day the water looks white like milk, collecting it in your hands it is nothing but small bubbles which just goes away in about 2 seconds and turns into clear water.
I can understand the hot doing this by being heated but it happens only until the water that has been in the hose overnight has run out on hot and cold.
It is not soapy and the hose it off a unused reel of new hose. WHY does this happen?
 
Release agent from the extrusion mold.

I wouldn't think release agent. Extrusions are made from a die, not a mold and release agents aren't used in the extrusion process like the molding process. Possibly a plasticizer or stabilizer or some other addititive in the hose raw material leaching out causing bubbles?
