It was mentioned that if the hydrominder tip is removed, we will get 20% methanol by volume. Is there a way to increase the methanol concentration to 35-40 percent by volume? I am referring to the attached chart and with a 35% concentration it should technically provide freeze protection till -32 celsius.

I remember reading about another hydrominder model that was 2:1 with the tip removed. That would get you closer to what you need.
 
Hydrominder dilution chart. Can be found in any carwash supply, kleen-rite, dultmeier, etc.
Also, unless your worried about the line freezing, no one will be using the FB when its that cold.
My affb, I think is good to 10°, it gets -20° here in NE Pennsylvania in the winter, if your worried about the hose freezing it won't hurt anything, and in that kind of a climate you should have a heated trough anyway.
