Water in triple foam chemical bucket

Came back to find water overflowing from my triple foam chemical bin. Seems like whenever customer activates triple foam instead of chemical being pulled up into tank above, water runs down the hose into the chemical bin below. Any ideas on the cause?

Bad foot valve alowing water to syphon back into the chemical bucket. Do you have an anti-syphon hole in the disharge hose in the chemical tank...

There needs to be a 1/8" hole in the discharge tube between the bottom of the eductor body of the Hydrominder and the top of the liquid in the tank.
