The GS-22 is used to energize the trickle sol to kill the weeps when a low pressure function is selected that uses weep, and i think it also is tied into the low water cut off.
The common will only see the inbalance of the 2 if 1 leg is drawing 15a and the other leg is drawing 18a the common would see 3amps. If you think your trouble is the cat pump you should do an amp test on each leg and see if one is much higher than the others at start up and running.
I would start with checking the voltage if you want to check and see if the t-stat is working you can put it in ice and check and see if you get 24v out you can also hook the heater up to 24v and see if it gets hot.
It sounds like a trickle sol that will close when a low pressure function is used if your weep water is at a higher pressure it could dead head. Ginsan and D/H use this set up. What make are your pump stands?
