Get out your volt meter and start checking the power from were it comes into the vac, to the transformer and to the timer and to the coin acceptor.Does the vacuum have a mercury relay or any other type relay?

It could almost anything. Is the motor in the equipment room starting and stopping? Have you checked the wiring in the coin box for any loose or damaged wires? Rotary switch could be bad. Check the wiring on the pump skid for loose wires, primarily on the rinse side.
When you turn on the foam brush out in the bay do you get a nice foam out in the bay? How much pressure do you have on the discharge side of the pump? Is the pump drawing chemical to the foam brush manifold?
