You can offer discounts for cash, you just can't charge extra for CC. I'm in AU and its not the same law here so small restaurants charge extra $1.50 for using your card.

I'd think that you need a dollar amount of "damages" on your sign. Garbage, is littering, thus cops can respond. In some cities, mine for one, won't because they would rather have it in my dumpster, than in the street.
