They are a concrete pour. Turned out much better than I expected, just hope they hold up long term. Now I've moved on to phase 2, trying to install my new pump stand.
Looks good! If you don't mind me asking - how expensive was it to go with the concrete pour? Did they put any reinforcements in it to prevent cracking?

I've had a half dozen masonry people provide me estimates to move them to the end of the bay but it seems their confidence level on the unknown of never having built a meterbox enclosure is giving me what I think are pretty high estimates.

Great concrete job. Gave me the answer to my issues.
I like the fact you installed the box toward the entrance of the bay (helps the box stay dry).
Just need to add 1-2 ft. to your hose but not long enough where they can shoot water into the box so the customer can reach the box when the beeper goes off and they need to add some more money.
The only thing I would have suggested is installing the safe head 4-5 inches into the concrete.
This way it helps to deter people from screwing around with it.

Each bay cost me $500 for the concrete job. Basically I mounted the coin box to the wall, mounted the safe, ran conduit to the safe and from the coin box up to the top and then they built a frame around it, put in rebar and poured in the concrete. It wasn't easy as they had to do it in sections so that they could fill it up with concrete since there isn't enough room from the top to just fill it all at once. Once the boards were removed they then had to finish the concrete to make it look good. Once it dried, they sealed it so that hopefully it will last longer. I had to have the safe sticking out as it was the smallest safe I could find and it was still 2 inches bigger than the coin box. It mounts flush on the concrete wall, so I couldn't recess it more. Also, these are at the bay exit, not entrance. I did that so that it would be closer to my hotel and not the street which would give a line of sight to them and deter theft hopefully.
