Another JC Shampoo/Vac issue

One one of shampoo vacs, when you put in money and select shampoo, you hear a click (probably solenoid) but the compressor and shampoo motor don't come on. If you push in the manual over ride in each relay, both work, so there is nothing wrong with either the compressor or shampoo motor. I couldn't find any loose wires so I switched out the timer just for the heck of it and now the shampoo motor kicks on, but not the compressor. I switched the relays around just to make sure it wasn't the relay, but no luck. What could cause just the shampoo motor to kick on but not the compressor if the relay is fine and the compressor works?

I should have updated this earlier, but it ended up being the connection to the timer. One of the pins wasn't making good contact with the timer (the one for the compressor). so I pulled on it a little and now it works.
