When we were approached by a company who wanted to lease a plot of land for a tower, they offered a very low amount. We gave a counter-offer expecting they would eventually meet somewhere in the middle, but they never made contact after that.
When doing frequency reuse planning, the carriers have a geographic area they need to chose from, so it will depend on what's available in the area based on the coverage they need. In some cases, that can be very small, but in less urban areas, they could have more choice.

I figured that was the case. There's a large parcel of land behind the wash that's unused and they wanted to put the tower in the only spot that would have blocked access to the rest of the lot. The decision to ask for more money was based on the fact that their tower would have made the remaining half-acre of land unusable and unsellable.
