So this happened 2 days ago,
. How would you handle this? I can somewhat read the license plate. Should I file a police report?

If you can get a tag file a report. The officer or deputy can run the tag and possibly identify the perpetrator. If you can't get a tag don't bother.

In my State a misdemeanor theft must be processed by the victim in most larger jurisdictions. A small department with a relatively low workload may take the time to call the suspect and even take the case to a magistrate. Larger departments simply fill out the paperwork and it is the victim's job to visit the magistrate and get a warrant sworn out. Without an identification of the suspect the paperwork is worthless.

People love to gossip If you can get on a local Facebook page and post it the post will travel like wildfire if someone recognizes them.
