D&S ss stand has Hot water solenoids

Still very new to this so need a little more guidance. I have a 4 bay D&S pump stand for my SS bays. while activating the weep for this recent cold snap, (which worked fortunately). I noticed 4 solenoids, which at first I thought were for weep, but noticed they are plumbed to hot water and T in under the chemical tanks, before the HP pumps. They do not appear to be functioning, and I am wondering if I should get them working and if so when should they open to add hot water to the mix?

IIRC they did something really weird on some of their equipment, instead of having hot water in the gravity feed tank it was plumbed cold, then only with soap selected the hot water solenoids would open and mostly bypass the cold gravity fed water. Is there a pressure regulator on the solenoid supply?

If I ever had this setup, I'd plumb hot water to the tank and cold to the solenoids and rewire them to open with rinse.

yes, there is a regulator ahead of the manifold that feeds the 4 solenoids. the soap is currently mixed with hot water but of course it gets cold before it gets used usually, the heater element is no longer operational in the tank. Opening with rinse seems like a nice idea, let the customer see some hot water, and lots of steam on days like we have had this week.
