Keno is properly correct, however if that does not fix the issue check your rotary switch to see if a wire is touching between the Brush and Rinse terminals. Also check the terminal switch as well.
Just another though. Does the brush run on any other function besides rinse, while the bay is running or not running? If yes then it is a stuck soap valve, if not it is a shorted wire issue related to the Rinse valve and brush valve. Have you checked to see if the rinse valve is energized when Brush is on? Just a few places to look.
