Fleck water softener missing cycles

I have a watersoftener with a fleck 9500 head that intermittently doesn't regenerate. The problem is the dial with the numbers that counts the gallons used, counts down to zero then past zero and then somehow goes overtop of the other dial that it is suppose to be turning to start the cycle. When this happens the dials just get jammed up until I physically turn the dials back to where they will regenerate. Any ideas what is causing this?
 
Remove the cable from the meter on the pipe and twist it gently until the gallons dial pushes the control dial to start the regeneration cycle. There's a little clutch that sometimes gets too weak to push the control dial. If that's working, the meter in the pipe may be worn out.
 
The meter is working fine. It turns the dial to zero and even way past zero without a problem. Its like the tab on the dial that is suppose to turn the other wheel to start the regen process somehow goes over top the other dial instead of pushing the other dial to start the regeneration. I have also seen where the tab on the dial runs into the side of the other dial like the other dial wasn't in the correct position when it was time to regenerate.
 
It sounds like the screw has worked loose. Just remove the silver decal on the center of the gallons dial and make sure the screw is tight. The dial should never turn past zero unless it's loose.
