Foam brush repair

Ok guys got a tough one. I've been managing this car wash for a year now. I've worked here for 5 years. Previous manager never fixed the foam brushes and I'd like them to work properly. They get liquid product out to brushes but doesn't foam because they've not had air supply. I'd like to fix the air supply problem but never done this before. I've hooked up a working regulator to my system and hooked it up to my air tank since it was all disconnected but system of course don't work. So where do I start. When I hooked up there's no air pressure registering on guage for that air tank in pictures. It's not directly hooked up to the tank though. Any help would be appreciated. The 1980s called. They want their FB system back.
That’s going to continue to be a nightmare no matter how much time and money you spend on it.

There must be a motorized pump somewhere in the system (motor contactors)
and that tank is a well pump bladder tank...used to prevent the pump from turning on every time someone selects FB.

21st century Foam Brush systems are quite simply, simple.
Do yourself and the owner a big favor...replace that overly complicated contraption for something like this:

I'm pretty sure the setup in your first two pictures is a freeze protection system. I'm not sure why there's a tank, but that's not for air. The air goes in at the bottom of the left hand bank of solenoids which is currently plugged. If you switch to a methanol mix in the winter to prevent freezing, you can strip away everything but those two banks of solenoids and whatever setup mixes and pumps the liquid. Make sure you remove any steel or iron fittings and replace them with brass or plastic.
