I agree with Bubbles. It is a bad coil on the air solenoid, or something stuck in the plunger keeping it from opening. Lastly, the wire going to the solenoid could be losing contact somewhere along the path.
If the liquid side is working, it's probably not wiring beyond the air solenoid. Check it with a screwdriver to see if it's energized. If it is, disconnect the air line (with it off, and put the tube in a bucket because liquid will come back into the room) and see if air is coming out. If there's a needle valve, open it a half-turn and see if that clears debris.
