Does anyone know how to fix this issue?
I clean the bill validator once a week and still have a very hard time accepting the $5 bill.

What validator is in it?

Did you ever find a dial for your safes?

I'm assuming that your using a XE validator. How or what are you cleaning with? Have you tried re-calibrating the validator after you cleaned it? There are 2 calibrations for the XE validator. I'll send you both of the calibrations if your using the XE validator. If your using a Mars validator you have problem with the main board on the validator.

A picture of the decal on the side of the acceptors is what’s needed. The model should hopefully start with XE. The one with the black decal scares me. I think it may be an HVX. If that’s the case, just take all the money out of your changer and set it outside, with a sign stating “hands off”. It will be more secure that way.

I'm shaking my head. You need a new validator. I can't beleive anyone is still using the HVX validator. It's no wonder it won't take the new$5 bill, it can't be programed for it. I'll send you a PM on how to convert to a Mars. I still have a couple New AE2631D5 validators left.

This what a couple of retro fit Mars validators look like in a Hamilton DRS bill changer with the bill boxes removed. The seconded picture is what a Mars validator looks like in a Hamilton bill changer with the bill box installed.

With those cleaning cards, I don’t know any other procedures.

Cleaning cards are about the worse thing you can use to clean any validator. They'll shorten the life of the belts and they don't get down into the low spots of the validator to get it clean. Open the bill guide and use alcohol on a Q-tip, clean all the upper and lower sensors on the bill track. After your done re-calibrate the validator. One last thing ALWAYS!! turn off the power when you connect or disconnect any of the components inside the bill changer.
Here's a video on how to clean your XE validator
