You need to contact your local City Hall for this answer. Requirements vary by locality.

Most likely a certificate to do business in the city is all that's needed. I would look into it for your location as others have mentioned. If we were to unpack this a little bit, if you are washing cars at a specific location it would need to be zoned for such use. Or if you are mobile, like a mobile detailer, that is one way to get around it.

I know this was not your question, but I would seriously consider how much labor is needed for a hand wash, and then consider how the labor market in your area is before doing this. There are entire threads on this forum dedicated to discussing the difficulty in staffing a hand wash. Again, I realize this was not your question, but as a member of a forum where we help each other, I felt it I should mention this.
