Accumulation of debris in the venturi. Take ff the Black Plastic thing that the educator screws into. Look thru it and see if there seems to be an accumulation of debris. This can be cleaned with a long wood screw. Debris can restrict the flow causing it to go thru the educator to the solution concentrate barrel.

Another possibility is a siphon taking place. Drill a small hole in the plastic tube above the water level in the tank where the float valve is but below the restriction ring in the hose. This allows air to enter the hole if a siphon starts and breaks the siphon suction.

If there's liquid leaking back to the barrel, the foot valve is bad regardless of any other problem. You do still need to make a hole in the tube as Earl described to prevent siphon.

Venturi was clear. Drilled small hole in tube to tank and so far so good. Thanks for all the advice.

You still have a bad foot valve. If you don't replace it, the chemical will drain out of the hose and you won't be mixing consistently.

One reason this is happening is that so many of the new foot valves are bad right out of the box. I stopped using the blue and gray plastic ones because of this. Thank the Chinese.
