I had one that didn't last very long and found out that I had used the 120V wire when it was actually fed 208V. If it were me and it was wired correctly I would just replace the transformer and capacitor. They are about 50 bucks from 1000bulbs.com
They may be vertical brun bulbs in a horizontal position.
check the code on the bulbs usually they have some kind of code
v- vertical
h-horizontal or something like that
coincarwash.ca may be right; there is a code on the bulb that tells whether it can be used in any position or not. BU or VBU means it will only operate vertical base up. Some will have HOR/VBU, meaning it will work horizontally, base up or any angle between. U is universal. If you're sure the bulb is right for the application, replacing the ballast kit is all that's left.
