So the city water pressure i have is about 40-45 lbs. But it feels like when im spraying down the first bay the pressure is much worse then the other bay... Im using the tips 2506? Anyone know of any problem this could be. I have 2 iba's and 2 self serves which are right next to the pump room. the self serve bay 2 stalls down from the pump room is the one having the issues.

Are the IBA in use when you are having this problem?
Could you tank be running low and pump is sucking air?
Could be a problem with the pump?
Do the pumps run off a tank or are the direct feed from the city water?

The IBA's are not in use when this is happening.
The pumps are a direct feed from the city water.
And i believe the pumps are in good working order.

So thats why i am puzzled

If your are running a direct feed (no holding tank) than you could definately be running out of water. But if that was the case you would be experiencing this all the time when you are full out, Is your IBA brand new?

Does your problem bay have less pressure when it is the only pump running?

If you say "yes" than remove your water inlet into pump (with pump off) to make sure you have a good water flow to pump. If you have good flow than remove and inspect your valves.
If you have a weak flow, than you have a restriction between your pump and city water line (valve half closed, etc.)

Sounds like you have a valve that is not fully open or a zero pressure regulator sucking air or a valve or seal problem. I would start with the checking the water supply and work it out from there.

Also check to make sure that you don't have a small obstruction in the tip.

What does the gauge on the pump read?

Is it smooth and quiet with the trigger released, but makes a clattering noise once it's pulled?

Alright I will start checking some valves. And also i do not have a gauge on the individual pump, should probably install one. But it seems like it is smooth and quite then when i pull the handle i can hear a clatter from the hose but doesnt seem like a terrible chatter.

If you hear a clatter with the trigger pulled, the pump is probably starved for water.

I agree with MEP0001, but if that is not it I would connect a new hose with a new gun on the other end to your pump in the equipment room. Turn on the bay and see if you are getting the right pressure or not. It may be that the hose going to your bay might be old and pinched.
