Need HELP with Low Pressure system

I recently took over a self serve car wash that was out of service for a year or so. I’m having an issue with the low pressure tire cleaner and pre soak. When selected I’m not getting any product out.
If I disconnect the solenoid from closing I will get product to come out it just will not work with low pressure.

So far I have verified:
-the lines are clean and clear
-Check valves are working
-Solenoid closes high pressure
- Solenoid for product opens

I’ve attached pictures of how everything is plumbed.

Did you resolve this?
Is this all bays or just one?
Are tire cleaner and pre-soak two different products? (sometimes they're the same)
Did you check the pick-up tubes in the mix-tank(s) for blockages?
Have you used a voltmeter at the solenoid to determine if you're getting a signal when product is requested?
Can you hear the solenoid engage when requested?
Have you swapped a known good solenoid for one that you suspect is bad?
Do you have more than one water source for the pump? (high pressure untreated water / low pressure spot free)
If so, are both valves open? (can't tell but your picture #4 looks like it has a ball valve that may be closed)

I haven’t resolved it
It’s like this on all bays
They are two separate products coming from separate tanks
The lines and tubes are clean and clear
The solenoids are working and opening
I do have spot free low pressure but it is currently not working as well. I didn’t think of it until now but could that possibly have something to do with it? They have check valves in the spot free lines though…
I’m not sure what the ball valve does but it is open
