I just bought a car wash last week and when I did there were two bays without hoses/wands/brushes. They both had mechanical issues. I got those issues worked out and installed new hoses/wands/brushes in each bay. I had the hoses made locally as it was quicker. Everything is working fine other than both brushes are just pumping out liquid. The brushes in the other bays are working just fine. Am I just missing a piece in the puzzle here?

I agree with Greg.
Do you have your air going to those 2 bubble brush hoses turned on?
Turn the foam chemical all the way on for one hose and then slowly turn the air valve a 1/4 turn then go out to that bay brush and watch it to see if you need more or less air.
After you get the amount of foam you want then go do the same thing with the next bay.
If your in an area with cold weather make sure your drip system to the bays are ready to work too.

Get out your volt meter and check to see if you have power to the air solenoid valves on the 2 bays that aren't foaming. If you have power to the soleniod valves take apart the soleniod valve and see if there isn't any debris in the valve, also check the plunger in the valve. Pictures would be nice.

Thank you! It was two bad solenoids. Replaced and now working great. They have been turned off for some time.

Thanks a ton. I had two bad solenoids but you just helped me get them dialed in after I replaced them.
