Heat tape should work too, but what will cost more, the electricity to run the tape or the gas to heat the weep water? The advantage to heating the weep is that you can dial back the flow, so you'll also save on the water/sewage bill. I doubt it would cost more; in fact it would almost certainly cost less. It would even be cheaper to set up.
