Peco hydraulic unit help

I busted a hose and leaked all Hydraulic fluid. It shuts off to prevent burnout. Now I can't get it to really turn over if you will. I filled it up with fluid and I am unsure how many gallons it needs. The brushes barely turn after 15 minutes of manually warming up.

Peco’s site says:
Fill the reservoir with 32 gallons of hydraulic oil prior to starting pump. Fill unit just to the point of satisfying the float switch. Never run unit without sufficient amount on hydraulic oil.
 
What's with the crap all over the floor?

Don't "fill" the unit, hydraulic fluid expands when it warms up and the tank will overflow. If the manufacturer has any brains, they'd set the float switch so it's at the full level to come on. Ideally the unit will shut off from a broken hose without losing more than a quart.
