That is most likely some junk stuck in solenoid holding it open, even though it's new, try taking apart and see if there is something holding plunger open.

When was the last time you clean out your chemical tank? Do you have a strainer on the discharge from your chemical tank? I suggest something like this https://www.kleen-ritecorp.com/p-11...ner-with-clear-bowl-1-2in-80-mesh-screen.aspx Also disassemble the new solenoid valve and look for any debris that might be under the valve plunger. It's not a bad idea to flush the pre-soak system before you put it all back together. You should also check and see if you have any stray voltage going to th solenoid valve. Do you have any steel fittings in the pre-soak system?

How about some pics of the solenoid manifold/ equipment set up? Are you sure you installed new solenoid in the correct direction? Only way presoak can get from the chemical holding tank to running out of the wand, is it has to go through a solenoid that is not closing from trash inside of it, voltage to coil or it's installed backwards. Give us more information, to help us help you.

So, the solenoid valve you had in your hand has nothing to do with the Presoak. They are used for the Soap and Wax functions. Look at the attached photo, you will see a plate with the label Presoak on it. There’s a black flojet pump under the label and to the right of it is a 2-bay solenoid block which has the clear tubing from the flojet going into it. Which ever of the two is going to the bay spraying Presoak, is the solenoid that more than likely has trash in it.

What a frigging mess! All the tubing the same color. You've never said if the Flo-Jet pump for the Presoak is cycling?

I can assure you that you didn’t fix a Presoak running out of the wand issue by changing a foam brush solenoid. If you can do that, you better by a lottery ticket immediately.

why the solenoids super hot on foam brush
The coil of the solenoid must be installed onto the stem of the valve. The coil on the solenoid valve will get warm when solenoid valve is energized/On. They should not get so hot that you can't put your hand on the coil. Are you sure you are working on the Presoak system and not on the Foam Brush system? Was the pump for the Presoak system cycling when it was leaking? There is a air side and a product or chemical side of each of the systems. The solenoid valve block is on the right side of the panel that is marked Presoak is the solenoid valve block that will cause the leak that you have.
