The enthusiasm or lack thereof of Police departments to pursue a criminal has nothing to do with any ystem of democracy.

The only thing you are going to get out of a camera system is being able to see what happened. They will stop some people from coming and stealing or dumping. I say put up cameras but put up large signs saying cameras are here. One cut f/b hose and took it. Kept looking around to see if anyone was watching. Did not look up and see he was on camera. .

I think the Prophylactic effect of cameras are enhanced if you post photos of wrongdoers around your location caught in the act with a caption such as "Wanted for Questioning in regard to alleged criminal damage to property" (Or theft etc.) Please call XXXXX if you have information. Award for information leading to arrrest and conviction.
