SoftGloss hp Wheel & Tire cleaner issue...

My new employee called, & said that the hp Wheel cleaner isn't spinning on passenger side. Said it just sprays down side of car w/out spinning. All 4 nozzles seem to be spraying, & will spin easily by hand.
Anyone got some good ideas?

For the elbows where the nozzles are mounted, those are all supposed to be set to an angle of about 30 degrees in the same direction. As that manifold is supposed to be free spinning, it's rotated by the inertia generated from the angle of the nozzles. If someone has straightened them so they all spray straight out, it wouldn't rotate.

They're all still angled, just as the drivers side.
Could there be a secondary issue?
But we will dbl check this...

Check the inside of the 90 degree elbow and the swivel to make sure there is not debris reducing the pressure.
